Throughout much of its history, the Texas Court of Criminal
Appeals has been accused of excessive convers for legal technicalities that
benefit convicted Criminals. Governor Bill Clements appointed the first African
American to the Tx Court of Criminal Appeals. the Republican Party won the
majority of the seats on the Texas Supreme Court.
