Divide to get a low form of a fraction. 
13 divide by 13 = 1
78/13 = 6

1/6 would therefore, be the lowest form

It can be reduced to 1/13 because you would have to find a number that goes into both the denominator and numerator. 78 can be divided by 13 so you divide the denominator and numerator by 13. Hope this helps :)
