True.  Stalin used this policy to deny the Germans any resources they can use.  When the Russian winter came, Stalin launched a massive counter-offensive that crippled the Germans who were now trapped and were ill-prepared for the Russian winter.  Many Germans were killed or captured by the Russians.  It was costly war where soldiers on both sides were killed along with civilians and devastation to the property was monumental.
