When powers are outside the parenthesis, you multiply them.
[tex](-4^-2)^5 [/tex]
-2*5= -10
We now have:
[tex]4^-^1^0 [/tex]
When you have a negative exponent, you bring it to the bottom of a fraction to make it positive.
[tex] \frac{1}{ 4^{10} } [/tex]
"C" is the correct answer.
