If Katie runs 4 miles in 24 minutes, she runs 1 mile in 6 minutes. 

24 minutes divided by 4 miles equals 6 minutes.

30 minutes divided by x miles equals 6 minutes.
6x = 30
x = 5

Katie can run 5 miles in 30 minutes.
