Why would firing the Joint Chief of Staff look so bad for JFK, even as they defy his orders?

The reason of this conflict came when the US wanted to take over Cuba. With exiles from Cuba who hate Castro, these are willing to help US conquer Cuba. JFK doesn't want U.S military involved at all but the chiefs insisted. When the battle came, there were no support indeed leading to 100 exiles dead. This made JFK and US look bad.
