The number is less than 20.
I've seen one report that said 18, but I've also seen a 2015-16 Texas state document that listed 14 counties with a specific county public defender office. There are also a few regional public defender offices. But with 254 counties in the state of Texas, the numbers of dedicated public defenders in the state is very low.
