well it started with immigrant jobs. immigrants worked low waged unskilled jobs in factories and in construction. for landowners and landlords it was great because all of their tenements were being filled with tenants. the minium wage was lowered even more ebcause if you werent interested in working then they would find someone who would work for that amount of money or even less
