The great compromise by Roger Sherman and Oliver Ellsworth led to the statutes by which both the House of Representatives and the U.S. Senate came into being and the type of representation used by each house was defined. Each house serves a similar purpose in our government structure but they way they're structured to represent the U.S. population is very different.
