Paine believed that society in every state is a blessing but even in the best states the government is at best a necessary evil. He makes a distinction between society and government. To him society is something that fosters the fulfillment of our dreams and desires while government is something to keep our vices in check as man is fallible, if he were not there wouldn't even be a need for a government.
