When you write terms in denominator on numerator, sign of indices changes.
[tex] \frac{18x^{-2}y^{2}}{2x^{2} y} = \frac{(18x^{-2}y^{2})*(x^{-2}y^{-1})}{2} = 9(x^{-4} y^{1})[/tex]
