Select two points of the line and use this to find slope:
[tex] y_{2} - y_{1} / x_{2} - x_{1}[/tex]
I like using the x and y intercepts.
-3 - 0 / 0 + 2 = -3/2
Now input m, and an x and y point on the line to solve for b.
-3 = -3/2(0) + b
-3 = b
y = -3/2x - 3
