is the Appellate court the same as the Circuit Court of Appeals?

They can be the same, but not always. Circuit courts of appeals are one step below the Supreme Court, and are one step above the district courts. Any court above the local courts can be an appellate court if it hears appeals of the result of a case from a lower court.
