According to Turk's theory, conflict is more likely to happen when people has different authority's values, standards or laws.
There are a lot of cases when someone who are convicted of a certain crime genuinely believe that that he/she has done nothing wrong. Under this circumstances, they are much more likely to resist an arrest.
