Ty completed 21 out of 30 passes.  In fractional form, this would be 21/30.  In decimal form, this would be 0.7.  Therefore, the percent of passes that Ty completed was 70%.

In conclusion, Ty and Carlos completed the same amount of passes, so their pass completion rates are equal, or the same.
