Yes — due to the increased pressure.

When the "pressure" , or "P" increases (as it does at higher latitudes), the "temperature", or "T" will increase.  So, at higher values of "P", the higher the "T" will be.  So increased "P" would result in water boiling, even at values of "T" lower than 100°C .
