Hiya,

In Pournelle's Iron Law of Bureaucracy it states that, "In any bureaucracy, the people devoted to the benefit of bureaucracy itself always gets in control and those dedicated to the goals of bureaucracy is suppose to accomplish have less and less influence and sometimes are eliminated entirely." The system is already perfect in the eyes of governmental officials, hence half of the time the decisions they make are hardly nonmanual.

Hope this helps.
