After Joseph Stalin rejected President Truman's suggestion that Germany must be allowed to recover and no reparations should be required, Truman then offered the compromise that Russia could take reparations from the zones which they occupied, leaving the U.S. and its allies to allow recovery in other zones of which they were in control.
