Because the attack was carefully planned, and made to enact terrorism and threaten the United States for War.

The reason why they attacked pearl harbor was because the united states were not happy with japan when they try to expand land so they took away its suplies and goods so they thought if they destroy pearl harbor than they can take control of there suply but they were wrong so congress declared war on japan
