What is dry media? What are the advantages and disadvantages of using dry media?

This is only an idea, but an advantage could be that you don't have to wait for it to dry and disadvantages could be that you don't get as vivid colours?

Dry media would be like pencil, dry media can sometimes be hard to blend and like the person before said, not as vivid colors. That would be my guess
