To do that u need to solve the equation for y
First move the 3x over to get

6y= -3x + 2

Now solve for y by divided by 6

Y= -3/6x + 2/6

A line perpendicular to this equation would have a slope that is the opposite reciprocal, so flip the -3/6 and change the sign

This gives u 6/3 which simplifies to two

The new equation of the line would be y= 2x - 2
