The Virginia colony created the headright system in 1618 where workers who arrived there had 5 to 7 years of labor to serve under a wealthy landowner. In this system, they were offered transportation to Virginia, housing and food. However, they were indebted to the landowner and had to work for him. Certain of those landowners were elected to the house of Burgess, which was the first legislative assembly in the American colonies.
