[tex]10x - 1 = 43[/tex]

[tex]10x = 43 + 1[/tex]

[tex]10x = 44[/tex]

[tex]x = \frac{44}{10} = 4.4 [/tex]

So RE = 4*(4.4) + 7 = 17.6 + 7 = 24.6
