I'm pretty sure it's 3,000,000, "Basically, if the power is positive, you move the decimal point in the integer that many places to the right ex:

If the power is negative, you move the decimal point to the left ex:
3.14 x 10 ^ -3 would be 0.000314" according to Yahoo
