Germany struggled to colonize because they were divided and had many rulers. By the time Bismarck united them, lines were pretty much drawn in Europe. They tried to redraw the map in both world wars but they failed because it's easier to take over a place and keep things under control when you face little resistance and they had a lot of enemies.
