The initiation of transcription requires that enhancers bind to promoter DNA. Promoters are usually located on sites where transcription starts - 5’ region. Technically, enhancers, general transcription factors and RNA polymerase should bind to promoter DNA to initiate the process of transcription — so RNA polymerase can create a transcription bubble to separate the double strand of the DNA.
