Contraband Cigarette Trafficking Act Law makes it unlawful for any person, other than an "exempt person," to transport, ship, receive, sell, possess, distribute, or purchase "contraband cigarettes exceeding a limit of 10000 cigarettes. The quantity of smokeless tobacco is capped at 500 single-unit consumer-sized cans or packages.
