I would put this at false, no one believed that blacks were incapable of fighting, and they were used shortly into the war.

I am going to guess true, since many people thought lesser of blacks, but they were also offered the chance to fight in the war by the southerners in exchange for freedom. Some were expected to fight though. I hope this helps you answer your question.
