if you divide 3 by 10 you get a decimal of 0.30. you know that 1/2 equals 0.50 so in this case, 3/10 would be closer to 1/2.

3/10 would be 30%. 

0 is 0%.

1/2 is 50%.

1 is 100%

30 is 30 away from 0, 20 away from 50, and 70 away from 100.

20 is the lowest number so 3/10 is closest to 1/2.
