The s3s23p4 will only make up to one bond for any sub orbital that is partially filled.

There are 3 bonds each atom can make without hybridization if it’s going to fill a (s,p,d,f). 2s22p3 takes 3 more to fill it to 2p6. That makes it 3 bonds.
