Answer:  The correct answer is :  Never.  Do not target civilian populations.

Explanation:  The rule is that every person against us is the target of legitimate attack. Those who do not fight should not be attacked so as not to violate human rights. The Geneva Convention determined that civilians should not be attacked, either by direct attacks against them or attacks against areas where civilians are present.
