y=mx+b, 

m=slope=(y2-y1)/(x2-x1)=(-1-8)/(3-0)=-9/3=-3

so m=-3 and we have

y=-3x+b, now using either point we can solve for b...I'll use (0,8)

8=-3(0)+b

8=0+b

b=8 thus our line is:

y=-3x+8
