I had to look for the options and here is my answer:
Based on the situation of the Palestinian refugees when they were just living in camps, they were not allowed to own any property, and from using any healthcare system or even to take a job in Lebanon. The Arab states were were also not allowed to grant them citizenship by the the Arab League and also other host countries feared that these refugees might influence their economies so restrictions were applied to them.
