Alright, so the first thing you would need to do is solve -3+7, which would equal positive 4. Now you need to solve -10-2 which would equal -12. 

Now, positive vs negative.

4 is more higher then -12.

So it would be 4 > -12, or otherwords, -3+7 > -10-2

So you would use the > sign.
