The congress pass the Lend-Lease Act and amend the Neutrality Acts in 1941, to allow the U.S. to lend military equipment and supplies to any nation the president said was vital to the defense of the U.S.
During World War II, these acts were the principal means for providing U.S. military aid to foreign nations. They authorized the president to transfer arms or any other defence materials.
