the first responder usually is America, as the US quickly go and helps out countries in disaster, for example, when the USSR blocked off western Berlin, the US flew in supplies for them.. etc etc.
First responders are usually police officers, firefighters, and paramedics. Depending on the size of the disaster, many might come from all over the state.
