What is Pendleton Act ?
The Pendleton Act, which was approved on January 16, 1883, established a merit-based system for choosing government employees and managing their workload. According to the Pendleton Act, positions in the federal government must be given based on qualifications, and candidates for these positions must pass competitive tests. Further, the statute forbade firing or demoting employees who were protected by the law for political purposes. Also, it was against the law to demand political service or donations from employees. To administer this law, the Civil Service Commission was set up.
The most notable features of the Pendleton Act are listed below :
- For some government posts, civil service exams i.e., tests that gauged an applicant's familiarity with a particular office were devised
- On federal property, it became unlawful for candidates to take monetary assistance.
- Future presidents may demand civil service tests for the positions they have appointed, increasing the number of protected positions.
- The United States Civil Service Commission was responsible to regulate exam administration and prevent candidates from being subjected to an excessive hardship.
