The perimeter is 24 inches.

This is because the bottom of the figure measures 9. The one side of the figure measures 4. And the other 2 sides measure 5. This gives us a total of 23. But the ledge where the top right corner of the square adjoins the triangle measures one inch because the height of the triangle measures 3 and the height of the square measures 4, that leaves us a 1 inch ledge measurement, making the total perimeter 24 inches :)
