Slope would be opposite and reciprocal ['cause it is perpendicular]
Slope = -3

Now, calculation of b, 
y = mx + b
4 = 1/2(6) + b
4 = 3 + b
b = 4 - 3 = 1

Equation would be: y = -3x + 1
