add 6y to both sides to isolate x:
x=6y-54
substitute (6y-54) for x into the first equation:
13*(6y-54)-4y=38
78y-702-4y=38
74y-702=38
74y=740
y=10
x=6y-54=6(10)-54=6
(x, y) = (10, 6)

12x - 4y = 38   =    -6y = -54

12x = 38           =    -2y = -54

12x = 92          =     -2y
