Does 3+ mean 3 and up or more than 3? This is a stupid question, but I don't remember lol

Let's say the phrase is "x more than 3 more than y". You can express that in as the equation "x + 3 + y".

"More than 3 more" just means "take the previous quantity, add three to it, then add some other quantity to it". On its own, it's meaningless. Is this from a test question?
