In simple words, The Bill of Rights was opposed by federalists since they felt it would complicated the Constitution's adoption procedure in bigger states. They demanded that some fundamental liberties, such as liberty of expression and the right to a criminal trial, be protected. In 1791, the Bill. of Rights was introduced The Federalists pledged to include a bill of rights unless the Anti-Federalists voted for the Constitutional, in part to garner their support.
