Answer:

(y - y') = m ( x - x') [m = slope]

y - (-4) = 2/3 (x - 9)

(y +4) = 2/3 (x - 9)

3(y +4) = 2(x - 9)

3y +12 = 2x - 18

2x - 3y - 18 - 12 =0

2x - 3y - 30 =0
