I’m pretty sure the answer is the Brooklyn Public Library. This is because it wants to know which library has closest to three times the library branches of the Carnegie Library. So what you do is you round 19 to 20. 20 times 3 is 60 and 59 is the closest answer. I hope that makes sense and helps! :)
