The green balloon has a negative charge; it is attracted to the rod 1 which has a positive charge, opposites attract so the charge of the green ballon must be opposite positive charge which is obviously negative.
The green balloon is repelled when brought close to rod 2 that is negatively charged; the same charge repel, this also shows the green balloon is negatively charged.
