They would be considered enemies to the nation because they’re not doing their job as it should be done. For example, if a policemen takes a bribery from a man who has just stolen somethings, the policemen is obligated to report that incident. Although if he takes a bribery, he is choosing money over protecting his nation. Just my opinion though.
