Both gerrymandering and the pork barrel systems are not fair in a country that considers itself to be fully democratic. If you're favoring a single ruling party or a class or allocating funds so as to give everything to a single representative's district, then it is unfair towards other people. Of course, sometime it will occur that this turns out to be the best possible option, but it is still against the democratic process.
