Answer:  The two locations I think would be ideal for a civilization to form is the Sea and the River.

Explanation:  My reason for choosing these two locations was that civilizations need water to grow crops to eat and to drink.  The Desert barely has any water and would not be capable of supporting life on the hot terrain.  The mountain would be to cold for human life.
