It s true that the Gulf of Tonkin Resolution gave President Johnson the power to expand U.S. involvement in Vietnam. During the time that the resolution was passed the president gained an unlimited power to oppose any communist aggression in Southeast Asian Countries, as it expnad its military role in the Cold War battlefield in Vietnam, Laos and Cambodia.
