The task is to complete the sentence: As each order of consumers eat other organisms, energy that transfers (...). We know that only around 10% of energy gets transferred between the different levels - the rest gets lost (for example because not everything gets eaten or because it gets lost as heat). So the energy "decreases" - that's how you can complete the sentence!
